I think that the 'Report' function on Nostr clients should also report the NIP-05 domain owners via the pubkey, maybe on the `_` root name of the nostr.json file of that service provider, apart from reporting to relays to block the pubkey and IP too.

This way NIP-05 service providers can be notified to review their content and remove that user's pubkey from the nostr.json file, if needed.
