So I understand 100%, the LNURL server that received the payment sends an arbitrary msg with the LN invoice + secret + payment hash/etc? Does it matter thst it’s signed by the LNURL server key or not really? And is there a relay hint or does the LNURL server just propaga-te to any number of relays to try to get the message to where it makes sense?

When constructing the zap request the client tells the server the relays to broadcast the note to after payment is completed.
