The one they have now is already much better. More meritocracy, no more permanent seats, multiple tiers.
But PL teams will never want to join, not in their interest. Premier League football is such a big part of the problem. Their share of the pie is massive, and this makes competing economically with them pretty much impossible for the rest of Europe.

The idea is not that bad, it’s like a multi level championship for UEFA nations. Teams get demoted or promoted to different tiers based on performance. Micro cup format for the finals.
To me it seems like a pointless tourney with a weird system but i guess it is more fun than practices matches
It generates more matches between teams of similar levels.
It also kills all other teams and leagues by the money and players going just to those teams in it , at least cl and el can be played in by all
It doesn’t kill them, but lessen their prestige. I’d get rid of UEFA, keep the national leagues as is, with top spots also competing in SL.
Don’t get me wrong, I love the champions leagues… just have it change home and format.
