In the long term there probably will be a change in which a rolling timechain is going on in which just enough to keep al coins in circulation. So the oldest coins might be reused in some sense so that that block that mined that coin can be purged.
maybe, idk if it ever will be, but maybe.
But indeed currently a few million are inaccessible. That is why I said "at most" and "*more than* 99 times"
