Not an expert, but I think your relay needs to talk to a relay they are connected to or you won’t see them. But I suspect it’s like lightning, once your connected to enough, you’ll eventually see everything without having to be connected to every relay. Not sure.
Relays don't talk each other, by protocol.
But a sync is technically possible.
