i am assuming that you're talking about Primal? if so, then the answer is simple. Primal uses Strike's backend API for wallets. Strike requires light KYC.
you don't have to use Primal's built in wallet though. there are dozens of other alternatives that support nostr. i like to have people use rizful.com or coinos.io or npub.cash or walletofsatoshi and many others.
