Was conversing with one earlier and asked if he was using a VPN, he said he wasn’t. Do you know how it’s being accomplished?

How what is being accomplished? Connecting to na relay without a vpn?

Actually I was thinking more from the client side. App stores are restricted there.

Ok interesting, I would have thought it was via thee clients where they would be blocked

Yeah, app store must be the bigger bottleneck, but I believe they'll block public relays as well.
