Maybe nobody should be able tell others what to do with their property?

Some years back there were reports of restsurants and grocery stores that would leave the 'expired' food nicely packaged and placed on top of everything in the dumpster so dumpster divers could have something nice for once. I would assume asshole city planners put an end that by now though
