-blackmail is a common control mechanism

-blackmailed individuals all have a fatal flaw like perversion, addiction, criminality etc that is severe enough to be exploited by blackmailer

- over a few hundred years blackmailed individuals are assisted into power and in turn hire as they are told.

Wouldn't this lead any empire to be top heavy with pervs, addicts and crimibals after a few generations?
