I thought it should be called the Department of Offense, if anything.

When the Department of Defense was created in 1789, it was called the Department of War. I think we should accurately label things, so we can know what they are. Words matter, and that department has dealt in war for well over the last century. Restore its original name and ditch the Orwellian euphemism.
