Some clients allow you to follow everyone that someone else is following, so if there are a handful of accounts you follow and especially like, you can follow the same people they like.

You can also just follow anyone you engage with, perhaps after a quick scan of their profile to verify that you’re interested in their content

Building it up over time - as the real relationships also build - is natural.

You can also follow hashtags in some/most social clients, if you want better visibility into the discussion of certain topics or trends.
