It is a necessity in North America (a part from the big cities) you can’t do much without a car.

In Europe, the transportation system is so good and well connected, that you don’t even need a car.

So it really depends.

"Europe" is not a homogenous block, much less homogenous than the US (which itself isn't that homogenous).

If you live in a city in Europe, you generally have access to some public transportation that is actually helpful.

But many live in suburbs or villages where it's one bus in the morning and one bus in the afternoon...
