Yup. I have had the privilege to having my feet in both worlds: here it’s about not having permission to do proof of work.

In the other world, it’s a scramble to be on top of the latest ‘approved’ spec or standard that will give you a privileged place on the anointed platform or protocol. That’s why I like NIP-01 so much - it sets out a new foundation and the balance of the NIPs are convention that are adopted by communities (or not).
