They're different. Phoenix doesn't do anything but sats. Aqua allows you to swap between on chain Sats, LBTC, and USDT

Hard question, they're different and serve different purposes. I'm assuming you're just asking payment-wise, then Phoenix is better and focused. Now Phoenix is about to be removed from the US App Stores so keep that in mind...
