Call the police with a noise complaint
I have. It's difficult for the police to prosecute. They can't help as well, in smaller issues. What a sneaky creep.

Nope. This person has been wanking loudly for almost a year. That indicates a serious issue. People can do what they want, but they shouldn't broadcast such things to others, without their consent.
