What website do you use to re-encode videos??
So it looks like the videos you get from telegram use the AAC codec, but after re-encoding them they use h264. I wonder if Telegram converts uploads to a less compatible format. This is the version encoded in h264.

I don't use a website. I use software called Handbrake, but I'm guessing you could use something like this
