It won't work but it doesn't mean they won't try.
In the early Roman Empire, literally around the time of the first emperor Augustus, they actually had this same problem of promiscuity, effeminacy, men not marrying, and the demographics collapsing.
They tried to address it with pretty harsh policies and the same kind of "trad" nonsense that is fashionable today. But even a totalitarian regime can't make men marry washed-up hoes. It just went right on as before.
That's why I don't think the decay can really be reversed except on a very local scale.
