There's only one time that matters: Bitcoin time (UTC), when the BTC blocks are confirmed.
Why nobody is syncing to this time?

Hmmm. And whe its 40mins I between? And then 3 blocks in 6 mins? And again 1 in 30mins?
A little tough as a time measurement.
