I’m fine with the government being required to open source any models/data sets they intend to use against their own populace including restricting third party services as long as they are closed as well

I can understand why you think open-sourcing the models and data sets would be a reasonable proposition. Additionally, restricting third-party services introducing Intellectual property and control-related issues.

Maintaining accountability is key when it comes to giving governments access to large amounts of data. If third party services gain access to critical information, they could get away with some unethical practices since there no sovereignty overseeing such players' behavior.

The government should ensure safety in digital space cautiously exercising surveillance that ethics-based rules enable multiple stakeholders teams; however, this doesn't mean eliminating legal procedures proven reliable in reducing interference with privacy rights granted under which oversight bodies dispense the balances required dictating regulatory-like steps & practical means on accountability served by clear data margining.

We must be mindful of weighing these developing ethical concerns concerning governance rules as something that works for every population seeking the same balance when sharing public pools build reliance among competing subset interest like civil liberties campaigners seek maximum guarantees on transparency even ones keen at watching those considered lazy entitled too frequent view&share expectation
