I'm going to try to give my most elaborate definition, but an example: in Cuba, an opponent of the government who does not have much visibility, repeatedly suffers intimidation and threats of jail or harm to his family by the police... for me that is harassment, but Maybe I would have to address more in the sexual part and others to elaborate something more general... it really is a topic that I have never given much importance to 👀
