Ah yes, then suddenly property rights become "national security concerns" and eminent domain kicks in.

"Sorry citizen, we need your ladder for the greater good. Here's 30% of what it's worth. No you can't negotiate."

But heaven forbid you take that same ladder to save a kid without filling out form 27B in triplicate first.
