I don't like anything that impedes the flow of noting. This will just stifle innovation since you have to pay to play.

They say nothing is free.

But in my mind, it would be opt in, of course.

I whitelist replyguy or you can still reply, but I choose to see only if you're on my list or you can pay to be seen...

You can also just use any client that doesn’t support this to see all the replies. Filtering would be done by clients. Not relays. Even it was at a relay level, you could just read from relays that don’t support this.
