The worst. A special place in hell for them.
At an old job I handled social media posts. The boss was always pushing me to add more hashtags for engagement, even if they made no sense. I would tell him that it would only make your post be down ranked in the algo, but he never listened "At least 10 on every post!" 🤦♂️
We should have this algo. More than 3 hashtags gets your note ignored.

A client for limit 🤔 I'm pretty sure with Twitter if you had more than 4 it bombed your posts chances. I even had spreadsheets showing the difference in engagement.
I think he thought people actually searched for the hashtags rather than taking what the algo fed them 😂
It was 1. Any hashtag at all automatically lowered your reach
Accept everybody for now. Or else #nostr is gonna die off.
