So is the principle that "Ignorance of the law is no excuse" no longer applicable?

It probably only applies to Muslims, though. You get a pass for being Muslim or raised in a different culture, with a different background.
But there also goes the biblical principle that "The same law shall apply to both the native and the foreigner who resides among you" (Exodus 12:49).
