Because they get to invent β€œCarbon Trading” and make shitload of money. We are talking Nation State trading with another Nation State level. It is all a scam to make more fiat.

Honestly they can just make more fiat easily anytime. I think it is to move more fiat around. Each time fiat moves around certain groups take their cut.
