The clerk at the gas station I stopped at today was open carrying a single stack ruger, either an EC9S or an LCP. It seemed like an odd choice. He put himself at a tactical disadvantage by open carrying without any of the benefits of a larger, harder to conceal pistol.

If that's all he has, it is much better than nuffin.
I'd rather open carry in many places, I'm not too concerned with the alleged tactical disadvantages. Deterrent is often preferred.
Some people just like to open carry as political statement I think. Personally, not a fan of it.
