You are aware that capitalism and communism are a form of resource allocation? Communism is a centralized form of resource allocation in which bureaucrats decide who gets what. It cannot get more centralized.
The idea that anything in a planned economy is decentralized is so backwards and wrong that it must be mocked. This idea deserves to be placed in Dante's 8th Circle of Hell, specifically the 8th pit, although any will do.
Or in the way that the soviets would care for the business of the region in which they were, meaning decentralisation???
