Sure but that was temporary, not permanent. It didn’t become permanent until 1913.

Yeah broadly it did not exist. The temporary civil war income tax was precursor to the 1913 instantiation.

You are right, it has never existed. So then why do some people think it has and why do some think it’s the best? Is it not speculation?
