This is actually a theme I find occasionally in books written by lefties. I forgot which, but one of Kim Stanley Robinson's books had people who returned to nomadic tribalism while a whole solar civilization existed in the 25th century. Might've been on Mars, too - I forgot. I was a huge fan of that author back when I still believed the CO2 hoax - he writes a lot about environmentalism
