When I get a chance I setup a test server for you guys to play with, but in the meantime if there is an adventurous sysadmin out there who wants to try and run it, it does have a docker container

I don't know, but it's the simplest implementation of a paid server I could think of. no accounts or balances, just stores blob for a set amount of time
Calculate the fee based on size and peristence. Get real fancy and add discount break points for 100 MB, GB, etc and week, months, years
It could be great to send files to people like wetransfer
