What I believe he’s talking about is if nodes are relaying explicit illegal materials via the 100kb OP_Return data limit that is being implemented in Core 30 rather than using a 40-80 byte filter (configurable in knots software) that those node runners are culpable in the transmission of such materials.

But this particular statement is a bizarre thing to say. Running a node could be found to be unpermitted in a number of ways, the whole point is that you arent asking for permission.
