This is what the US government did with gold. Create paper money redeemable for gold and silver, confiscate citizens' gold while making ownership illegal, make more "money", stop redemptions.

They can certainly create a currency backed by Bitcoin and a basket of other things. They can also ban ownership and transactions. That's exactly what governments do.
