Would it create new centralizing structures or stay spontaneous without structure ?
Can't answer without local context as would differ geographically and demographically.
In which kind of environment/context do you feel it would be able to survive decentralized without spiraling into a centralized structure?
I imagine the bigger the more tendency for centralization?
Rural homesteads with a means of energy production and a vibrant mesh network stand a good chance of holding out.
