It's determined by the block data itself. The hash of the block is represented in binary in the middle (notice all the leading zeros!) colored by the last bytes of the hash interpreted as RGB. The tree fractal angle and color is derived from the merkle tree root in the block header. The moon phase represents time to the next subsidy halving (almost there!) and the satellite orbits the moon every difficulty adjustment interval (2016 blocks)
