Already Bot-san has only Japanese users (no need to check if content is Japanese), just that they're active - so kind7 should be okay as I feel anyone who posts kind1 generally posts kind7 also

But SnowCait-san, you can still read kind1 from global relays as I feel like most Japanese users publish to lol/damus (I can vouch for that, because I used to browse global before yabume & saw all the Japanese posts).
If this is about getting permission from relay operator, if you check with someone-san explaining the use it should be possible.
