I have read it. There is no government in existence today that qualifies. They are murderous and tyrannical, every single one. Were you asleep for covid? Are you not aware that the governments of the world are still pushing deadly injections? Or wars around the globe? OK, so your issue is with government, and how their evil must then invalidate Romans 13. Jesus as a tax evading anarchist is more a wish than reality, because otherwise I'm sure you're thinking "how could He let this happen, and tell us to obey". But that doesn't mean we cherry pick or twist scripture ourselves.
