Independent networks, local mesh wireless networks etc may offer a decentralised version of the net that will work outside of the current system. Don't know how it will work, but I'm confident it will occur. In the 1980's bitcoin would have been seen as science fiction, but today I can send you it instantly, without permission from any government body.
