Why do governments make farmers kill all their chickens when just one gets the birdflu that is not even transferable to a human?

Maybe one day when some human gets a flu, they will have the "right" to kill the whole human population as well...

So it looks like it is transmissible to humans, and potentially lethal, though the disease currently has a hard time transmitting in human populations.
