I'm not sure what you call the political tactic of having a lesser individual within your team to publicly come forward with an idea. I do know it's used to fish for public opinions though. What this does is give the leader cover and wiggle room if the idea isn't publicly accepted.
It was really common during the Obama administration to have Joey present an idea see what the public thought. If it wasn't accepted well, Obama would chalk him up as an idiot.
This tactic also works well for rumors and Nancy called it the "Wrap Up, Smear."
