Fake gurus and influencers in the mobility space use the two terms interchangeably, causing massive confusion.

Why do they do it?

My best guess is because they themselves don’t quite understand the difference or why the legal characteristics of citizenship are totally different than that of a passport (a travel document).

A passport isn’t citizenship and no, it’s not shorthand for citizenship either. Not among real experts.
