When it's working, just @ them. Otherwise, you have to go to their profile and copy their npubs. If you're trying to do multiple people, it's a bit of a hassle but you can like make a note on your phone and copy/paste one at a time there. Then you copy your list and paste it to a note. It's a bit tedious when @ tagging isn't working.
