I'm all seriousness, nothing. Just the consequences of screwing over his country. Multi-sig would be a better strategy.
It would be interesting to know their threat model but also it would be highly ill advised for them to share that information. No one should ever divulge information about their key setup, It would be terrible opsec. I can only assume that a nation state would have an extensive multisig such as a 5 of 10 or something to that effect?
Now i'm curious. Is it possible with multisig to program one or two keys to be "essential" so for example, you might need 5 keys total to access the funds, but at least one of those has to be an "essential key" held by either president or vice president for example?

Taproot should make this possible.
You could specify multiple spending conditions each with some of the required keys.
Or even better, you could say A can only be allowed to spend if B can sign too (multiple keys) or C can always spend (master key) and any other key can spend as long as it gets signatures from 3 other keys for example.
Also much better privacy for the multisig quorom.
Probably something even better could be done with musig 🤔
