I don't know if I'm among the ones this is a subtext towards, but, personally, I was indeed trying to learn more about it and whether it was centralizing.

in the social media context, if things are decentralized, they are:
- able to talk with each other (note: depending on how it technically works)
- able to be hosted by individuals or groups without limitations on configurations & etc.
- able to set their frontend to be able to connect to requested server
and that's what i could tell so far.
