It is what the power wants. Then they will have the excuse to use violence too.
The state doesn't need an excuse to use violence.
It's already happening.
Police kill people every day.
Soldiers kill people every day.
That is an exaggeration. Even regular people kill people everyday. This doesn't make everybody killers. Still there is an hidden pact that balances powers. The people that infiltrated the government hate the population and consider humans just tools. We have seen that happening in Soviet Union, in east Europe, in China and many other countries. Now the battle is between the speed of waking up to the fact that reality is quite far from promises of a new just world and the ability of those infiltrated to cut every ability to revolt.
