Yes. Or otherwise you risk not being able to run bitcoin at all. High fee environments are supposed to be a payoff to the miners, incentivicing home miners and forcing whales to let their bitcoin be sent to the workers (miners).

) Runes brings all the miscreants home to The God Chain.

2) Blockspace becomes more scarce as a result.

3) Miner win, plebs win.

4) People HAVE to use LN which is fair to say most don't have a need at present.

The lightning network is needed. Otherwise it would not be used much. Also, to remove bloat transactions from the main chain in order to utilize important transactions faster.
