Red bell peppers are just fully ripened green peppers.

Orange and yellow bell peppers are just green peppers picked at different ripening times.

As peppers ripen in the plant, the concentration of certain compounds changes, changing their flavor.

I grew bell peppers and they actually sell seeds for the red, orange and yellow plants (as well as green)

Soooo.... pretty sure that ain't the answer.

It's because genetics maket he chosen color more pronounced during the ripening. But they are all the same species of the plant.
