As far as I have experienced this has no bearing on an individuals ability to contribute well to society. I can sympathise with the idea that mass migration is not good for a country when it goes to the extremes, but that is mostly due to the clash of culture, not DNA. I grew up in a western mixed race environment and I saw no difference in the performance, potential or ability of any individual based on their "race". I did see a huge difference however coming from their "social status" and how much parents could afford extra tuition. Heck, the picture you posted even mentions in the small print that these results are largely attributed to malnutrition, poverty and lack of possible education. Not to mention that correlation doesn't equal causality.
