Unfortunately if it can be gamed for sats then it will be gamed for sats. Contests based on highest zap amounts on a post are easily manipulated. The best you can do is bring attention to it and then stop participating and unfollow those involved if nothing changes.

Appreciate the heads up 🫡 I have encountered a variety of scammy activity on here and it has led me to be a bit more cautious about who I follow, and a LOT more cautious about who and what I zap.
