BREAKINGπŸ’₯ image is of the building the shots came from. Inside the red circle is the blurred image of the shooter. Near the edge of the roof looks like some piece of gear, maybe a case laying. Look at the second image I posted cropped of the 3 trees, tell me that isn't a ladder.

I know 4chan is mostly bullshit, but apparently, one of the counter snipers from the video of them on the opposite rooftop said the head of secret service delayed confirmation and held him up on taking the shot until after he shot first. Sure looks like that from the video, but the fog of war is thick. With that layout and where they were, they would've been looking at the shooter the entire time.

Surely the counter teams have some level of autonomy in these situations??

That would make sense. That sniper for the Secret Service was clearly ready before the shooter fired.
