I feel like this applies to specced protocols in general, but not sure about Bitcoin. The problem is that its consensus is always re-implemented from a reference client, and a bug free reimplementation is close to impossible imo.

It's definitely possible. Specs are not needed to make software interoperate. It will be beneficial to us all to have fully separate implementations. More eyes on the code and an alternative if the main software goes rogue.

What do you mean with going rogue?
